What are the conditions for setting up a third party certification body?

The third party certification body refers to the organization that has the necessary ability to implement the certification system reliably and can engage in certification activities objectively, fairly and independently in the certification process. The third-party certification body is independent of the consumer, the manufacturer and the third party.

The establishment requirements of the third party certification body are as follows:

（1） Having fixed places and necessary facilities;

（2） There is a management system that meets the requirements of certification and accreditation;

（3） The registered capital shall not be less than 3 million yuan;

（4） There are more than 10 full-time certification personnel in corresponding fields. Third party certification bodies engaged in product certification activities shall also have the technical capabilities of testing and inspection (which can be outsourced) suitable for relevant product certification activities.

In addition to the above requirements, the establishment of a third party certification body with foreign investment shall also meet the following requirements:

（1） The foreign investor has obtained the recognition of the authorized institution of the country or region where it is located;

（2） Foreign investors have more than 3 years of business experience in certification activities. The application, approval and registration for the establishment of a foreign investment certification body shall be handled in accordance with the relevant foreign investment laws, administrative regulations and relevant provisions of the state.
